  • Majdi Ataya, PE Disadvantaged Business Enterprise (DBE) ProgramLast week I attended a 5-Day Resident Engineer (RE) Academy sponsored by Caltrans. I enjoyed it so much and would recommend it to anyone in the role of Construction Management on Federal or State funded Projects.California's Disadvantaged Business Enterprise (DBE) program, which aimed to promote the participation of minority- and women-owned businesses in public contracts, was significantly impacted by Proposition 209. Approved by California voters in November 1996, Proposition 209 amended the state constitution to prohibit state governmental institutions from considering race, sex, or ethnicity in public employment, public education, and public contracting. As a result, race- and gender-conscious components of the DBE program were eliminated for State-funded projects. However, for federally funded projects, the federal DBE program remained in effect, as it is governed by federal regulations. This distinction led to a dual system where state-funded projects could not implement DBE requirements based on race or gender, while federally funded projects continued to do so. Therefore, DBE participation goals apply specifically to projects receiving federal funding. In contrast, state-funded projects do not have these federal DBE requirements. While the federal government sets overarching guidelines for the DBE program, individual states, including California, are responsible for implementing and administering the program within their jurisdictions. This includes setting specific DBE participation goals for federally funded projects. For instance, Caltrans has proposed a DBE goal of 21.35% for Federal Highway Administration (FHWA) funded projects for federal fiscal years 2025-2027, and Caltrans welcomes public comments through November 30, 2024. This relates to Caltrans’ transportation-related contracts and procurements. Cities are required to come up with their own Good Faith Effort DBE percentage participation.However, it's important to note that California has its own programs to promote diversity and inclusion in state contracting. For example, the State encourages the participation of Small Business Enterprises (SBEs) and Disabled Veteran Business Enterprises (DVBEs) in State-funded projects. While these programs are distinct from the federal DBE program, they share similar goals of fostering equal opportunity in public contracting.In summary, while DBE requirements are specific to federally funded projects, California implements other programs to promote diverse business participation in state-funded contracts. 11 2 Comments

  • David Schwegel, PE What do you think about a Cal-Neva High-Speed Rail Conference at the Nugget Casino Resort in Sparks, Nevada? The Conference would focus on High-Speed Rail developments in California and Nevada with special emphasis on Brightline West (Los Angeles to Las Vegas) and California (San Francisco to Los Angeles). It would also be interesting to have a discussion on the feasibility of connecting Reno and Las Vegas via High-Speed Rail. The distance is around 460 miles, and I had to pleasure of driving it once. It's primarily two lane roads. It's comparable to the distance between Sacramento and San Clemente California, but it's by no means a journey on Interstate Freeways. There is the Interstate 11 planned between Las Vegas and Fallon, intersecting Interstate 80 just north of Fallon. 5

I am thrilled to be collaborating with Claire Leader and Jordan Jarrett, Ph.D., P.E. to lead a discussion on an important and timely topic for our profession - 𝗥𝗘𝗧𝗘𝗡𝗧𝗜𝗢𝗡 𝗮𝗻𝗱 𝗕𝗨𝗥𝗡𝗢𝗨𝗧. Retention, particularly in the context of burnout, involves adopting strategies to help keep people engaged and satisfied in their roles, and connected to the values of the organization and leadership. Setting reasonable expectations, managing workload with a variety of tasks, and respecting boundaries and goals for work life integration are “no-brainers”….   • Silas Callahan We need strong transportation networks but this does not mean more or larger road networks at the demise of communities. The US had a huge opportunity for rail, failed by the monopoly system of privatized rail. Light rail has become difficult to impossible as there odd simply too much urban sprawl.Can central multimodal transportation fix our current transportation issues in areas heavily affected by urban sprawl? Could centralized light rail stations connected to multi modal hubs work and prevent more destruction of communities? Imagine driving no more than 10 minutes to a station that rapidly arrive to a destination ready with an array of tasting options to your ultimate destination. Imagine all of this being faster than your car commute and cheaper than your gas.Better transportation is possible, if we are willing to imagine it. 2

  • Darlene Septelka, FDBIA I am proud University of Washington College of Built Environments alumni, first gen, and it was just announced that I was promoted to Associate Teaching Professor in the UW Construction Management Department. At 72 I am still working to promote diversity in construction and construction education. After a long career in construction, that started way back in 1972, and after my retirement from industry in 2020, I returned to the University of Washington as a full-time assistant teaching professor to give back to the industry that I have been proud to be part of. My hope is that I can be good role model to both my female and male students and help guide them on their path to careers in construction. My advice is to choose a career that you love, never listen to naysayers, and happiness will follow you in life. Mine has been a path in construction. PS - Never be afraid of getting old. You are never too old. Many people tell me as a woman not to mention my age as people will look at you as grandma who should be home knitting. However, I am proud of my age and my construction accomplishments, because older professional construction women are very wise and have many construction lesson learned, just like older professional men. For us women in construction, first we were to young and then we were too old, let’s break this myth.   • David Schwegel, PE https://lnkd.in/gPM8pXxFThis is definitely not my favorite project. The lanes neck down to 9 feet wide when crossing the numerous bridges in Merced. There are numerous rubber marks approaching each of the bridges indicating motorists crashing into the K-rail. When my parents visited me in Clovis coming down from the Sacramento area, they would drive way out of their way through Los Banos just to avoid Merced. It is best that Caltrans not mention "drive more carefully" because the standard lane width of 11 feet through Merced is the standard through work zones, and necking down to 9 feet does not meet CA MUTCD (California Manual on Uniform Traffic Control Devices) requirements. Are lane additions involved. I sure hope so, because this work zone is horribly inconvenient for motorists. I would have widening the bridges first, then set up the traffic handling. This way, the lanes can maintain their standard of 11 feet.#caltrans #civilengineering #trafficengineering 1
